Hema Energy targets EPC projects with Azerbaijani partner

Hema Energy is pursuing engineering, procurement and construction (EPC) projects in Oman through a partnership with Azerbaijan-based BBG Energy, with the first project expected to start in the third quarter of 2027, Azzan Moghrob al Asmi, Group Managing Director of Hema Energy, said.


In an exclusive interview with the Observer, Al Asmi said the cooperation would initially cover EPC and sustainability activities, targeting small and medium-sized projects. The partnership is expected to create between 90 and 120 jobs, with an estimated Omanisation rate of 30–35 per cent.


“EPC opportunities will be pursued first, and we are already working on a tender,” Al Asmi said. “Towards the end of this month, our partners will visit Oman to meet targeted clients.”


The agreement provides for cooperation on individual projects through Hema’s solutions and sustainability divisions. BBG Energy will contribute engineering expertise, while Hema will handle procurement and construction.


Al Asmi said the arrangement would add construction capabilities to Hema’s offering and provide opportunities to increase local content through procurement from Omani suppliers.


“We are looking at small to medium-sized projects,” he said. “This partnership will create an estimated 90 to 120 jobs, with 30–35 per cent localised, and will also source the majority of products from Omani suppliers.”


The companies have not disclosed the value of the tender under preparation or identified prospective clients. The project timetable and employment figures remain expectations.


For BBG Energy, the partnership marks a further step in its expansion across the Middle East and Gulf region. According to the Azerbaijani announcement, the signed agreement covers long-term cooperation, joint assessment of new projects and business opportunities in Oman, and the pooling of capabilities in the energy and industrial sectors.


BBG Energy Operations Director Murad Hümbətov said the company intended to build a lasting presence in Oman and develop relationships with local and international partners.


“For BBG Energy, entering the Oman market is more than an expansion of our geographical reach. It is an important stage in our strategy to establish a lasting and sustainable presence in the Gulf region,” Hümbətov said in the announcement.


The partnership combines Hema’s local market experience with BBG Energy’s international capabilities and project delivery capacity, he said.


“Our objective is to establish a strong position as a reliable, long-term partner in Oman’s energy sector, participate actively in the implementation of new projects and create tangible value for our partners,” Hümbətov said.


The companies plan to expand joint work on specific projects and areas of cooperation as the partnership develops. The announcement did not identify particular sustainability projects.


Established in 2015 and headquartered in Baku, BBG Energy brings together companies operating in Azerbaijan, Georgia, Türkiye and Qatar. Its activities span energy projects, construction, industrial services and international procurement.


Hema Energy was established in Oman in 2011 and is headquartered in Muscat. It provides services, equipment and business solutions across the oil and gas and energy sectors, drawing on its local operating experience and business relationships.
